G7 Digital and Technology Ministers agree on shared language defining four categories of open AI models

The G7 Digital and Technology Ministers' Meeting, held ahead of the 52nd G7 Summit in Evian, France next month, adopted agreed language distinguishing four levels of AI openness: Open Source AI with Open Data, Open Source AI, Open Weights AI, and Weights Available AI.

Open Source AI with Open Data includes model weights, deployment code, training code, and full training data released free under an Open Source license. Open Weights AI includes weights and deployment code only. Weights Available AI includes weights and deployment code but under a license with use restrictions (commercial, geographical, or use-case limits).

The G7 vision outlines that AI openness is community-driven and operates as a spectrum, with exceptions to full training data availability permitted where sharing is legally or technically impossible, in which case information about unavailable data must be provided instead.
