OpenAI is renegotiating its deal with Microsoft to bring AI models and tools to AWS, citing limits on meeting enterprises where they are

Court documents from the Musk v. Altman trial reveal Microsoft executives worried in 2017–2018 that OpenAI would leave for Amazon and criticize Azure. Kevin Scott, Microsoft CTO, wrote in January 2018 that he feared OpenAI would "storm off to Amazon in a huff and shit-talk us and Azure on the way out."

The partnership began after OpenAI demonstrated a bot defeating a Dota 2 professional in summer 2017. Sam Altman proposed a major funding partnership, initially requesting compute valued at "$300 million at Azure list prices." Microsoft eventually announced a $1 billion investment in OpenAI a year later.

Nearly seven years later, OpenAI told employees that its deal with Microsoft "also limited our ability to meet enterprises where they are — for many that's [Amazon] Bedrock," and has begun bringing its AI models, Codex, and other tools to AWS.
