Microsoft signs multi-billion-dollar deal to rent AI compute from Mistral

Microsoft announced on Tuesday a multi-billion-dollar deal with Mistral, a French AI developer founded three years ago, to rent AI computing infrastructure. The agreement marks a significant step for Mistral, which is transitioning from pure software development into the infrastructure rental business. Under the terms, Mistral's AI models will be offered directly to Microsoft clients through Microsoft's Copilot assistant and other tools, and clients will be able to run these models on either Microsoft's cloud infrastructure or their own local hardware.

Neither company disclosed the exact dollar value or computing capacity involved, but Mistral has publicly stated ambitious infrastructure targets. The firm is investing four billion euros ($4.6 billion（約7400億円）) into data centres across France and Europe, with one facility already operational outside Paris and another under construction in Sweden. Mistral is targeting 200 megawatts of capacity by 2027 and aims to reach one gigawatt by 2030—roughly equivalent to a single French nuclear reactor's output.

Microsoft framed the deal as a way to address European clients' growing concerns about data sovereignty and dependence on US technology firms. Microsoft President Brad Smith said in a joint statement that "Europe should have access to the world's most capable AI without compromising control over their data, operations or digital future." The two companies jointly stated that the agreement "strengthens Europe's AI infrastructure while helping Microsoft meet growing demand for cloud and AI services" on the continent.

The announcement reflects a broader trend among AI developers and infrastructure providers. SpaceX's xAI struck a similar deal with Anthropic in May, and Anthropic is also in talks for a deal worth billions to use infrastructure belonging to Meta, according to media reports. While Mistral's infrastructure ambitions remain relatively modest compared to the hundreds of billions of dollars being invested by American firms, the Microsoft deal provides both visibility and financing momentum to accelerate Mistral's cloud and AI infrastructure business, known as Mistral Compute.

Microsoft's deal with Mistral reflects a broader industry shift in how AI compute is being distributed and monetized. As high-end chips grow scarce and generative AI developers expand their businesses, multiple AI labs—including SpaceX's xAI and Anthropic (the company behind Claude)—have begun selling computing power to others. Microsoft's focus on European infrastructure addresses a specific market concern: clients in Europe increasingly seek alternatives to US-based cloud providers amid transatlantic tensions and regulatory scrutiny. By positioning itself as the cloud provider most compatible with European tech sovereignty concerns, Microsoft is differentiating itself from competitors while helping Mistral—founded just three years ago with 1,000 staff—accelerate its infrastructure ambitions. However, Mistral's plans remain small relative to the hundreds of billions of dollars and gigawatts of compute being built by American firms, suggesting the deal, while significant for the French firm, represents one piece of a much larger competitive landscape.
