The Pentagon's Project Maven succeeded not through superior technology but by treating AI as organizational transformation requiring executive ownership, dismantling legacy workflows entirely rather than layering AI on top of existing processes, and measuring success by operational outcomes rather than activity metrics.

China's "AI Plus" initiative embeds AI across manufacturing, logistics, scientific research, health care, education, and government operations with sector-specific models and large-scale workflow integration, treating AI as operating infrastructure rather than an experimental technology.

Most U.S. companies are running AI experiments delegated to chief AI officers or innovation labs rather than AI transformations with senior leadership accountability, and face a competitive reckoning as Eastern competitors move faster without institutional inertia.
