Separately, they kept talking about rare earths supply, which China had restricted last year in response to U.S. tariffs, and Washington welcomed Beijing's addition of export controls on two precursor chemicals for fentanyl.

Analysts quoted in the body framed the value as incremental: personal diplomacy matters, but the emphasis on working-level engagement and crisis-management mechanisms suggests an effort to make stability more durable and institutionalized.
