GitHub Copilot Student removes GPT-5.3-Codex from model picker, keeping it available through auto model selection

The change is part of temporary reliability and performance measures rolled out across Copilot Individual plans (Free, Pro, Pro+, and Student) as the company prepares for a transition to usage-based billing.
